Joseph Dalton is the Founder and Managing Partner of Arsenal Enterprise Capital Management, responsible for the firm’s strategy, governance, and long-term performance across its aerospace, defense, and critical-infrastructure portfolio. He serves as Chair of both the Investment Committee and Management Committee, ensuring disciplined investment decision-making, prudent risk management, and institutional execution across sourcing, diligence, portfolio oversight, and exit planning. In this capacity, Joseph represents Arsenal with target founders, capital providers, prospective investors, and strategic counterparties, and retains final authority over matters reserved to firm leadership under Arsenal’s governing documents.
Joseph is a veteran entrepreneur and senior executive with more than thirty years of leadership experience across military service and the federal market. He founded Arsenal to build a durable, institutional-quality private equity platform aligned to national security priorities—combining sector specialization, governance rigor, and operational value creation to protect investor capital and compound long-term returns. His leadership focuses on building repeatable investment processes, transparent performance reporting, and a culture of high performance, accountability, integrity, and mission alignment.
Prior to Arsenal, Joseph served as Chief Executive Officer and Chairman of the Board of ODL Services, leading corporate strategy and business development, while overseeing a portfolio of long-term contracts supporting U.S. and allied defense priorities and culminating in a strategic exit in 2024. He previously served as President of BroadBay Group, leading a successful turnaround and merger with ODL Services.
Joseph served over twenty years in the United States Navy, retiring at the rank of Commander, with operational and combat assignments in Naval Aviation and Special Operations. He holds a dual MBA from Columbia Business School and London Business School, and an undergraduate degree from the University of California.
R.G. Scott McDonald (“Scotty”) is a Partner at Arsenal Enterprise Capital, responsible for origination across the firm’s aerospace, defense, and critical-infrastructure portfolio. He leads sourcing, screening, selection and diligence efforts, engaging with founders, brokers and management teams to identify unique opportunities where Arsenal’s domain expertise and industry access accelerate value creation. His work shapes Arsenal’s approach to thesis development, contractual and pipeline diligence, and ensures investment alignment with the Arsenal mission.
Scotty has supported defense, aerospace, training and technical services for the Department of Defense and other government agencies at locations across the United States and abroad for over thirty years in the federal market and in military service. He was a co-founder and President of ODL Services, focused on corporate development and operations, team building and process improvement while managing the growth and execution of the company’s contract portfolio across US SOCOM and the major Services throughout the US, UK and Japan. He led merger and acquisitions for ODL as well its acquisition by a strategic buyer in 2024.
Prior to his work in government services, he served in the United States Navy retiring at the rank of Commander with combat assignments across the globe while flying in the F-14 and F/A-18 and serving as a Commanding Officer.
In addition to his work in private equity, he supports Blue Water Advisors in assisting senior military veterans transition to their next impactful career. Scotty is a graduate of Troy State University and currently resides in Eufaula, Alabama with his beloved high school sweetheart.
Leonne Philippen is a Partner at Arsenal Enterprise Capital, responsible for driving value creation across the firm’s aerospace, defense, and critical-infrastructure portfolio. She leads end-to-end operational transformation strategies, partnering with founders, C-suite executives, and operators to accelerate growth, strengthen execution, and build the organizational foundations required for long-term resilience. Her work shapes Arsenal’s approach to thesis development, operational diligence, and post-close value creation strategy, ensuring portfolio companies scale with discipline, clarity, and mission alignment.
Prior to joining Arsenal, Leonne was an Associate Partner at McKinsey & Company. She led large-scale performance transformations for Fortune 500s and investor-backed companies in energy, industrials, pharmaceuticals, and medical devices. She specialized in solving complex operational, cultural, and regulatory challenges and leading global programs that created sustainable value through best-in-class operational improvements, modernized processes, and embedded new ways of working across multi-asset, international portfolios.
Leonne started her career as a molecular biologist, earning her PhD in Molecular Biology from Maastricht University and conducted Postdoctoral research using CRISPR-mediated gene editing to treat cardiac arrythmia at Baylor College of Medicine. This scientific foundation sharpened her analytical discipline and attention to detail in high-stakes, regulated environments.
She also serves on the Advisory Board and acts as a mentor at the Special Operators Transition Foundation. There, she helps elite veterans as they navigate pivotal career changes. A Dutch-American based in Virginia Beach, Virginia, Leonne is passionate about national security, human performance, and building organizations where people and missions can thrive.
Charles “Chuck” Doud is a Partner at Arsenal Enterprise Capital, providing financial leadership across the firm’s aerospace, defense, and critical-infrastructure portfolio. He serves as Arsenal’s functional lead for investment underwriting, financial diligence, and capital structure strategy, ensuring disciplined analysis, rigorous downside assessment, and transparent performance reporting from acquisition through exit. He partners closely with founders, management teams, capital providers and fellow Partners to strengthen financial stewardship, improve decision-making, and protect and enhance investor capital.
Chuck is a strategic finance executive with more than two decades of experience guiding organizations through complex growth, transformation, and capital events. As a Managing Director with Fahrenheit Advisors, he supported private equity-backed and founder-led companies with interim CFO leadership, financial modernization, and M&A advisory services designed to enable scalable operations and long-term value creation.
His background bridges Wall Street and the operating environment, including investment banking at J.P. Morgan, private equity at Intracorp Capital, and senior finance and development roles at United Business Media and multiple high-growth ventures. He previously co-founded Alta Crecí Consulting, where he executed over $500 million in transactions and capital raises, implemented ERP and CRM systems to improve data integrity and decision speed, and built financial frameworks adopted across consumer, SaaS, and real estate businesses.
Chuck holds an MBA with honors from Columbia Business School and a B.S. in Commerce from the University of Virginia following his service as a United States Army veteran.
Bobbie serves as Director of Investor Relations at Arsenal Enterprise Capital, responsible for fundraising strategy, investor engagement, and external visibility across the firm’s aerospace, defense, and critical-infrastructure portfolio. She manages relationships with institutional, family office, and individual investors, oversees investor-facing communications and materials, and represents Arsenal at conferences and strategic events within the national security ecosystem. Her work strengthens long-term capital partnerships and supports Arsenal’s mission-aligned growth.
Prior to joining Arsenal, Bobbie built an eighteen-year career across marketing, communications, and brand development. She served as Vice President of Marketing and New Business at a global public relations agency, leading corporate branding, thought leadership, and business development initiatives across technology, healthcare, consumer, lifestyle, and government sectors. She also held the role of Global PR and Social Media Manager for a leading sportswear brand, directing media relations, digital strategy, event execution, and strategic partnerships. In this capacity, she managed celebrity and athlete engagement and secured top-tier media coverage across major publications and entertainment platforms.
Bobbie holds a diploma in Public Relations from Kwantlen Polytechnic University and is based in Dallas, Texas. A devoted dog lover, she actively supports local rescue and foster efforts in the Dallas area.
